desde diciembre de 2002 hemos estado recogiendo reportajes de prensa sobre las personas migrantes que han muerto en la tentativa de alcanzar Europa. En el momento de escribir de esto la lista ha crecido a 179 incidentes con un total de 2014 víctimas relatadas y un número aún más alto de desaparecidxs.
La mayoría de tales casos nunca es relatada en la prensa (según funcionarios de inmigración españoles aproximadamente 6000 personas migrantes han muerto en el viaje por mar a las Islas Canarias solo en 2006).

La representación visual de los datos muestra claramente que la mayor parte de personas migrantes fallecen en la mar.
Hay 4 clusters de incidentes:
* a lo largo de la costa occidental de Turquía (principalmente barcos que intentan alcanzar las islas griegas de Lesvos, Chios y Samos de la región alrededor de Izmir).
* a lo largo de la ruta de Libia y Túnez a Sicilia, lampedusa y Malta (los datos de 2005, en realidad, son una línea directa de Libia a Sicilia).
* entorno estrecho de Gibraltar
* Último lugar de ahogamientos puede ser encontrado a lo largo de la línea de la costa de África occidental (barcos de Marruecos del sur, Mauritania y Senegal que intenta alcanzar Islas Canarias).
Esta última ruta se ha hecho terriblemente poular sobre todo en 2006: en 2003 5 incidentes fueron relatados alrededor de las Islas Canarias, en 2004 había 7, en 2005 9 y en 2006 el número se elevó a 23 incidentes relatados.
Este aumento es directamente atribuido al hecho que el Estrecho de Gibraltar y la costa marroquí se ha endurecido la vigilancia por fuerzas europeas y marroquíes de policía y militares forzando a los migrantes, sobre todo africanos, a encontrar rutas alternativas hacia Europa.
Una de estas rutas es el viaje de 1500 kilómetros a través de las costas de Mauritania y Senegal a las Islas Canarias, parte de la unión europea.
El aumento de naufragios mortales claramente es ilustrado por estos dos screenshots la exposición de los incidentes a partir de 2005 y 2006 respectivamente:
Al mismo tiempo, el número de incidentes en el estrecho de Gibraltar parece ser bastante estable en un nivel bajo, que probablemente no significa que esta ruta no sea usada tan extensamente cómo antes, pero que esto solía ser una ruta relativamente segura (no tiene nada de asombroso decir esto, la distancia a recorrer es 100 veces menos) y fuerzan a las personas migrantes a tomar más riesgos.
Hay un buen artículo sobre ‘ la Migración de Transacción-Saharan a África del Norte y la Unión Europea ‘(publicado por el instituto de política migratoria de la Unión Europea) que confirma estas observaciones, pero también advierte que para muchas personas migrantes que cruzan el Mediterráneo o Atlántico es casi la parte más peligrosa de sus viajes:
” Los riesgos de cruzar el Sahara, como se cree, son más altos que el cruce de Mediterráneo o Atlántico. En respuesta a restricciones aumentadas en África del Norte, funcionarios de policía tienden a cobrar sobornos más altos, y las personas migrantes cada vez más usan rutas secundarias a menudo más peligrosas por el desierto. “

Mientras el Marine I será hundido en aguas canarias
A nadie le interesa lo que les pasa a las personas migrantes
El ministro de Asuntos Exteriores y Cooperación, Miguel Ángel Moratinos, resaltó ayer la labor del Gobierno de España en el ámbito de la atención humanitaria que se está prestando desde el primer momento a los inmigrantes del buque Marine I, que pretendía arribar a Canarias desde Mauritania con alrededor de 400 inmigrantes a bordo, y por otro lado, “la firmeza” con la que ha actuado el Ejecutivo para evitar que las mafias consiguieran su objetivo de “traficar con vidas humanas” y llegar al Archipiélago.
De ese modo, Moratinos salió al paso de las críticas de los dirigentes del PP denunciando “la incompetencia” del Gobierno de Rodríguez Zapatero a la hora de abordar la crisis del Marine I. El jefe de la política exterior española subrayó que “hemos hecho todas las negociaciones diplomáticas para evitar que los que iniciaron ese tráfico inaceptable de personas humanas alcanzaran su objetivo”. Precisó que el Gobierno está gestionando con los países de donde proceden los indocumentados, la repatriación a sus lugares de origen y añadió que ninguno de ellos ha llegado a Canarias, a excepción de la treintena de personas de las que se ha hecho cargo la agencia Acnur tras solicitar asilo político.
Consideró “un enorme error” utilizar la inmigración “como arma arrojadiza contra cualquier gobierno” y afirmó que “lo que hay que hacer es ayudar al Gobierno a aplicar las medidas innovadoras que está ejecutando de manera inmediata y urgente”. En ese sentido, apeló a la colaboración de las comunidades autónomas para afrontar el problema de la inmigración. Moratinos participó en el Convento de Santo Domingo (Teguise) en un coloquio sobre Canarias en la política exterior y de cooperación del Estado, un acto en el que también intervinieron, entre otros, el ex ministro de Justicia y candidato del PSC a la Presidencia del Gobierno de Canarias, Juan Fernando López Aguilar, y el ex presidente Jerónimo Saavedra. López Aguilar destacó que “el Gobierno ha multiplicado por cuarenta los recursos destinados a la inmigración desde 2004, a través de distintas actuaciones en ese ámbito, y arremetió contra el Ejecutivo canario del que dijo que “rebota continuamente sus responsabilidades en este desafío como en todos los demás, manejando un discurso plañidero y quejoso”.

La Media Luna mauritana suspende la asistencia a los inmigrantes del Marine I
Protestan por las condiciones de vida de los desembarcados
La Media Luna mauritana anunció hoy la suspensión de su asistencia a los 299 inmigrantes, probablemente de Cachemira por su mayoría, que se encuentran actualmente en el puerto de Nuadibú (norte de Mauritania), en protesta por sus condiciones de vida, informaron a EFE fuentes de esa organización.
Los inmigrantes se encuentran desde su llegada, el pasado lunes, en un garaje del puerto, donde no hay ninguna infraestructura para alojar a seres humanos, añadieron las fuentes de la organización.
Los 229 inmigrantes de la provincia indo-paquistaní de Cachemira están en estas condiciones desde hace más de una semana y son sometidos a una presión inaceptable, indicaron la fuentes.
La embajadora de la India en España, Suryakanthi Tripathi, que llegó ayer a Nuadibú, prosiguió hoy los trabajos de la identificación de los inmigrantes que viajaban en el buque Marine I.
Suryakanthi Tripathi, había declarado que los inmigrantes del Marine I proceden de países del sudeste asiático y las personas originarias de esta zona “tienen un físico parecido”, por lo que puede llevar tiempo determinar la nacionalidad de cada uno de ellos si se niegan a facilitarla.
El buque Marine I llegó ayer al puerto español de Santa Cruz de Tenerife, remolcado por “Salvamento Marítimo” desde Mauritania
Este buque pasó dos meses en alta mar con 404 inmigrantes y tras más de una semana frente a las costas de Mauritania estas personas fueron desembarcadas en el puerto de Nuadibú.
Un grupo de 35 inmigrantes que estaban en ese buque fueron trasladados a Canarias.

10 días más en el infierno ¿PORQUÉ?
El 2 de Febrero el remolcador español “Luz del Mar” conectó con el “Marine
I”, a la deriva por una avería con 372 personas a bordo y localizado a 500
millas de las Islas Canarias.[1]
El 4 de Febrero el barco averiado fué remolcado hasta 15 millas de Noadibú a pesar de
que Mauritania había denegado el permiso para atracar en ninguno de sus
puertos argumentando que España debía hacerse cargo de los pasajeros, ya
que era un remolcador de dicho país quién los había encontrado y
Mauritania no ha firmado el convenio SOLA y SAR (convenios de salvamento
marítimo en aguas internacionales), y por tanto no está obligada a acogerlos[2]
El día 5, el mismo día que Cruz Roja envía el primer suministro de ayuda
humanitaria al barco averiado, el Gobierno de Canarias, les niega la ayuda
que TODOS los convenios internacioles les obliga a cumplir[3].
El gobierno español anuncia que ya hay acuerdo para desembarcarlos en
Noadibou, el gobierno mauritano, dice que es mentira[4].
Las maniobras diplomáticas para sobredimensionar(no solucionar) un problema
provocado por la improvisación en materia de derechos humanos del gobierno español
y la intransigencia del gobierno canario[5], llevan a contactar el día 6 de Febrero
con Guinea Conakry por ser, supuestamente, el punto de partida del barco[6].
La Media Luna Roja informa del verdadero número de personas hacinadas en el barco averiado[7].
El día 7, a través de enlace radioeléctrico con el barco averiado,
se detalla la situación calamitosa provocada por el gobierno español y canario,
se confirma que no les quedan víveres y que confirma las suposiciones de que en el barco
se encuentren solicitantes de asilo, la situación, si no fuera porqué hay vidas de personas en juego,
roza lo grotesco,un representante del gobierno define la situación:
“¿Hemos llevado nuestros barcos a la costa africana para que impidan que los sin papeles
lleguen a Canarias o para remolcarlos hasta las islas?”[8]
Cuarta noche de desesperación, la crisis se acrecenta con las nuevas noticias sobre las personas
que están hacinadas en el barco averiado.Ante esta presión, ACNUR, la Agencia de la ONU para los
refugiados, pide el día 8 de Febrero, un acuerdo que permita el desembarco inmediato de los inmigrantes,
de origen asiático y subsahariano[9].
En un acto de irresponsabilidad política y de claro desprecio de los derechos humanos
la vicepresidenta del gobierno de canarias, vuelve a rechazar el Marine I por qué puede
“sentar un precedente ante todas las mafias”[10]
Mientras, el delegado del gobierno español en Canarias se dedica a lamentarse sin aportar soluciones[11]
Al día siguiente, el 9 de febrero, se sigue sin alcanzar acuerdo alguno con Mauritania y el gobierno canario,
ahora el presidente, en otro ejercicio de desprecio por la vida humana, rechaza acoger el barco en el archipiélago,
por tercera vez y a pesar de los llamamientos de ACNUR y Media Luna Roja.[12]
La vicepresidenta del Gobierno, María Teresa Fernández de la Vega,
anuncia que por fin se ha logrado un acuerdo con Mauritania, otra vez mentira[13].
La situación dentro del barco, cada vez se agrava más[14]
400 personas llevan dos meses embarcados en un barco en las peores condiciones[15l y son remolcados por un barco que lejos de solucionar nada,
les complica aún más si cabe la situación al no desembarcarles dónde corresponde: el puerto más cercano adscrito a la normativa de salvamento marítimo.
El gobierno español anuncia el día 10 que el acuerdo para el desembarco ya ha llegado[16],
el ministro del Interior, Alfredo Pérez Rubalcaba, explica sus términos: las personas enfermas serán atendidas en Mauritania
y el resto repatriados a sus países de origen, bien directamente o a través de España, otra mentira[17].
El día 11 de Febrero, DESESPERACIÓN, todavía no se sabe nada del desembarco,
«la única preocupación» del Gobierno español es «despreocuparse».[18]
Empieza, por fin el desembarco del “Marine I” [19], las noticias sobre el estado de salud de las personas hacinadas
depende de a quién le preguntes, las organizaciones españolas dicen que no hay ninguno en estado de urgencia,
en cambio las autoridades mauritanas optan por hospitalizar a seis personas en estado crítico.
El día 13, contra lo que sugiere CEAR, se inician las tareas de identificación[20] y de repatriación[21],
así cómo el remolque del “Marine I” hacia Santa Cruz de Tenerife[22],
dónde tenía que haber sido remolcado según TODAS las normas internacionales de salvamento marítimo.
Ahora mismo España está violando el artículo 33 de la Convención de Ginebra de 1951, que habla del principio de no devolución de los refugiados, ya que está repatriando personas que proceden de países en conflictos bélicos: Somalia, Birmania, Sri Lanka, Guinea, Costa de Marfil,….
De la misma manera el Presidente y la Consejera de Asuntos Sociales del gobierno de Canarias están incurriendo en un delito de denegación de auxilio.

La hipocresía del Gobierno de Canarias
Mientras cerca de 400 personas llevan desde el viernes sin poder desembarcar por presiones del Gobierno de Canarias al español para que no acepte a las personas migrantes en Canarias, (a pesar de todas las convenciones internacionales que obligan al auxilio en alta mar de CUALQUIER embarcación), los medios de información
se dedican a echarle la culpa a Mauritania, cuándo la responsabilidad es completamente española.
La hipocresía de ese Gobierno Inhumano le permite convocar un seminario sobre «Estados Unidos, África Occidental y Canarias: Una aproximación estratégica hacia 2020», con la intervención del Representante Especial del Secretario General de Naciones Unidas para África Occidental, el embajador Ahmedou Ould-Abdallah.
Las personas migrantes, además de tener que sufrir los abusos de los traficantes de personas, tienen que también soportar los abusos de los Gobiernos que venden Canarias a Estados Unidos para seguir saqueando África.

El portavoz del Gobierno de Canarias, Miguel Becerra, manifestó este lunes que el Ejecutivo regional espera que el buque Marine I, que fue detectado el pasado viernes cerca del Archipiélago con 200 paquistaníes a bordo, y remolcado por el Luz del Mar hasta las cercanías de Nuadibu, en el norte de Mauritania, no recale “en ningún puerto de las Islas”, ya que, según apuntó, “existen muchas informaciones contradictorias” del Gobierno mauritano y del español.
Becerra, que hizo estas declaraciones en la rueda de prensa posterior a la reunión del Consejo de Gobierno de Canarias, explicó que por un lado el Ministerio de Asuntos Exteriores de España “dice que existe un acuerdo con Mauritania para que desembarquen en Nuadibu”, pero por otro, “los mauritanos aseguran que no”. Por eso, insistió, el Ejecutivo regional espera que no llegue a ningún puerto de Canarias.

Canarias recibirá por primera vez en su historia a un Representante Especial del Secretario General de Naciones Unidas para África Occidental, el embajador Ahmedou Ould-Abdallah, que intervendrá el próximo 9 de febrero en el I Seminario «Estados Unidos, África Occidental y Canarias: Una aproximación estratégica hacia 2020», en la que se abordará la política exterior del continente africano.
Además del embajador, en el seminario -que cuenta con la colaboración del Gobierno de Canarias- participarán el ministro de Asuntos Exteriores de Senegal, Cheikh Tidiane Gadio o el ex vicesecretario adjunto de Defensa para Asia y Pacífico, Peter Brookes, entre otras autoridades.
